    As of May 8, 2025, the development plans for Horton Plaza in downtown San Diego are centered around a large-scale mixed-use project known as “The Campus at Horton.” The lead developer for this ambitious project is Stockdale Capital Partners.
    Here’s a breakdown of the current development plans:
    * Office Space: A significant portion of the redeveloped Horton Plaza is intended to be a state-of-the-art technology and life science campus. This includes approximately 700,000 square feet of office space designed to attract tech and biotech companies. The developers highlight features like large floor plates, high ceilings, advanced technology infrastructure, and wellness integration.
    * Residential Towers: Plans include the construction of two 40-story residential towers on the 10-acre site.
    * The first tower, slated to break ground around mid-2025 at the former Macy’s location, will offer 518 apartments and approximately 12,600 square feet of ground-floor retail. It is anticipated to be completed in late 2027. Amenities are planned to include a rooftop pool, gym, clubhouse, dog park, and a pedestrian walkway to the office campus.
    * The second 40-story tower is planned for a surface lot along G Street and will add another 332 apartments. The timeline for this second tower will depend on market trends.
    * Retail and Dining: The plans incorporate ground-floor retail and various food and beverage options throughout the campus, including new restaurants, favorite national chains, a food garden, and intimate bars and cafes.
    * Arts and Culture: The vision includes public art installations, performing arts spaces, a cinema, and potential concerts in the park, aiming to create a vibrant cultural hub.
    * Open Space and Amenities: A 1.25-acre programmed open space is planned, featuring landscaping, areas for work and lounging, and spaces for health and wellness activities. The development emphasizes sustainability and aims for LEED Platinum certification.
    Current Challenges:
    It’s important to note that the redevelopment project is currently facing financial hurdles. Reports indicate that Stockdale Capital Partners owes over $350 million and is potentially facing foreclosure on a loan backing the project. This financial uncertainty could impact the timeline and scope of the development.
    Despite these challenges, the long-term vision remains to transform the former Horton Plaza mall into a dynamic, mixed-use campus that blends office, residential, retail, and cultural spaces, aiming to revitalize downtown San Diego.
