    When considering which U.S. state has the most regulated, FINRA-operated broker-dealers, it’s important to understand that FINRA is the primary self-regulatory organization (SRO) for broker-dealers across the entire United States. All broker-dealers conducting securities business with the public in the U.S. must be registered with FINRA, in addition to the SEC and relevant state regulators.
    Therefore, the question isn’t about which state regulates them more (as FINRA’s rules apply universally), but rather which state has the highest concentration or headquarters of these firms.
    Based on available data from FINRA’s Industry Snapshots:
    New York consistently has the most FINRA-registered broker-dealer firms headquartered within its borders by a significant margin.
    For example, a FINRA industry snapshot from 2023 indicated:
    * New York: 951 broker-dealers headquartered.
    * California: 366 firms (the second highest).
    * Followed by Florida, Texas, and Illinois.
    This makes sense given New York City’s historical and ongoing role as a global financial capital. Many of the largest investment banks, brokerage houses, and financial institutions are based there, and these large firms often encompass numerous broker-dealer entities.
    While FINRA’s regulations apply nationwide, states also have their own securities laws (“blue sky laws”) and state regulatory bodies (like the Department of Financial Protection and Innovation in California) that broker-dealers must also register with and adhere to. So, a broker-dealer in New York is subject to FINRA rules, SEC rules, and New York state securities laws.
    In essence, New York has the highest number of FINRA-regulated broker-dealers because it is the hub for a vast majority of the U.S. financial services industry.
