The Bank for International Settlements (BIS) does not directly label systemically important institutions. Instead, the Financial Stability Board (FSB), in collaboration with the Basel Committee on Banking Supervision (BCBS) and national authorities, identifies Global Systemically Important Banks (G-SIBs).
The FSB publishes an updated list of G-SIBs annually in November. The latest list, published on November 26, 2024, identifies 29 global banks as systemically important based on end-2023 data.
Here is the list of G-SIBs as of November 2024, categorized into buckets that correspond to required levels of additional capital buffers:

These G-SIBs are subject to more stringent regulatory requirements, including higher capital buffers, enhanced supervision, and specific resolution planning, to reduce the systemic risk they pose to the global financial system.
It’s important to note that individual countries and regions may also identify Domestic Systemically Important Banks (D-SIBs) or Other Systemically Important Institutions (O-SIIs) based on their national regulatory frameworks, which may incorporate the Basel Committee’s principles for D-SIBs. The European Banking Authority (EBA), for instance, publishes a list of O-SIIs within the European Union.
