The European Central Bank (ECB) is pursuing a two-track strategy to integrate Distributed Ledger Technology (DLT) into wholesale central bank settlements, with the “Appia” track focusing on a long-term, integrated ecosystem.
Appia: A Long-Term Vision
Appia is designed to develop an “integrated ecosystem in Europe that also facilitates safe and efficient operations at the global level.” This longer-term approach will see the ECB:
* Continue to study DLT applications in wholesale central bank settlements.
* Work closely with a range of public and private partners.
* Engage with industry stakeholders through dedicated market contact groups to gather feedback.
Broader Context and Previous Work
The ECB’s initiative comes as central banks worldwide explore how blockchain can streamline settlements while maintaining control over money flows. The Eurosystem’s commitment to DLT builds on its recent exploratory work, which involved:
* Significant Trials: The ECB’s DLT exploratory work involved 64 participants across Europe, settling approximately €1.6 billion ($1.88 billion) in central bank money during trials.
* Demonstrated Demand: The report detailing these trials confirmed strong market demand for settling tokenized assets in central bank money.
* Potential Benefits: The findings suggest DLT could reduce “fragmentation, complexity and technological inefficiencies” in capital markets by enabling atomic, programmable settlement.
* Identified Needs: The ECB’s report also highlighted the need for standardization, harmonized legal frameworks, and “an interoperability link with TARGET Services as soon as feasible.”
Global Developments
Other central banks are also actively exploring DLT. In 2023, a Bank of England experiment, conducted through the BIS London innovation hub, successfully tested using DLT for large-scale interbank transactions.
